Here is my summary of the January 27th, 2026 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 14 members were present (Shulman absent).
13808-26 (Catena – Government Reform) This ordinance would place a question on the ballot to close the term limit loophole for County Executive to make it three total terms rather than three consecutive. Sent to Committee on Government Reform.
13809-26 (Hallam – Public Safety) This ordinance would limit Allegheny County’s cooperation with ICE and CBP to that required by state and federal low. Sent to Committee on Public Safety.
13810-26 (Hallam – Public Safety) This ordinance would codify the existing provisions of the Prison Rape Elimination Act (PREA) into law at the County level. Sent to Committee on Public Safety.
13811-26 (Hallam – Government Reform) This ordinance would require contractors working on large public works projects to meet a series of contractor responsibility requirements. Sent to Committee on Government Reform.
13812-26 (Grzybek – Assessment Practices) This ordinance would create a long-term owner occupancy program (LOOP), limiting tax increases for homeowners who qualify following a Countywide reassessment. Sent to Committee on Assessment Practices.
13813-26 (Catena – Government Reform) This ordinance repeals and replaces the Allegheny County ethics code. Sent to Committee on Government Reform.
13814-26 (Chief Executive – Public Works) This ordinance renames Youghiogheny River Bridge No. 1 (Sutersville Bridge) to the Sons of Sutersville and Elizabeth Fallen Heroes Memorial Bridge. Sent to Committee on Public Works.
13815-26 (Palmiere – Held) This motion adopts the new rules of County Council. Among rule changes is the requirement for Council to receive additional information when discussing potential tax abatements for commercial developments. Held for the next meeting of council.
