Here is my summary of the Tuesday, March 10th, 2026 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. All 15 members were present.
The meeting began with a number of proclamations, many of which were in honor of St. Patrick’s Day. I was honored to present a proclamation to Miss Smiling Irish Eyes Queen and Mt. Lebanon resident, Molly McKenna.
13834-26 (Chief Executive — Yes) This motion approves the appointment of Joe Mastrangelo to the CCAC Board of Trustees through December 31, 2031. Passed 15-0.
13835-26 & 13836-26 (Chief Executive — Yes) These motions approve the appointment of Ed Nusser to the boards of both the Tri-COG Land Bank and the Pittsburgh Land Bank through December 31, 2028. Both passed 15-0.
13844-26 (Chief Executive — Yes) This motion approves the appointment of Council Member Aaron Adams to the Southwestern Pennsylvania Commission through December 31, 2029. Passed 14-0-1 (Adams abstained).
13845-26 (Chief Executive — Abstain) This motion approves my appointment to the Air Pollution Control Advisory Committee through December 31, 2028. I look forward to bringing my background as a Chemical Engineer and experience in local industry to this role. Passed 14-0-1 (I abstained).
13847-26 through 13855-26 (Chief Executive — Yes) These motions approved a slate of appointments and reappointments to the Air Pollution Control Advisory Committee through December 31, 2028, including Steve Hvozdovich, Qiyam Ansari, James Schmidt, Gary Steinbauer, Randy Sargent, An Lewis, Jodi Hirsh, and Dr. Gabriel Cisneros. All passed 15-0. Note: the nomination of Daniel Bricmont (13846-26) was withdrawn.
13861-26 (Chief Executive — Yes) This ordinance authorizes the continued use of County-owned land in Harrison Hills Park by Harrison Township as a leaf composting site. Passed 15-0.
13862-26 (Chief Executive — Yes) This ordinance updates various Allegheny County Parks rules and regulations like fireworks and e-bikes. Passed 15-0.
13809-26 (Hallam — Yes) This ordinance codifies the County’s practices related to the provision of County services without regard to refugee or immigration status. Two amendments were offered and failed before the underlying bill came to a final vote. Passed 11-3-1 (Adams, Filiaggi, and Walton voted no; Catena abstained).
13879-26 (Grzybek — Yes) This resolution urges the Pennsylvania General Assembly to invest in community-led violence prevention programs. The second reading was waived and the resolution passed 13-1 (Walton voted no).
13880-26 (Chief Executive) This ordinance would allow King Street Productions to use County-owned property for the filming of a television series. Referred to Committee on Parks.
13881-26 (Chief Executive) This ordinance ratifies amendments to the Air Pollution Control rules and regulations regarding coke ovens and coke oven gas. Referred to Committee on Health.
