Regular Meeting – 4/28/2026

Here is my summary of the Tuesday, April 28th, 2026 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 13 members present (Futules and Klein absent).
The meeting began with a number of proclamations. I was honored to sponsor two recognitions: Danny Holzer, named the 2026 Trib HSSN 6A Coach of the Year, and Ryan Robbins, named the 2026 Trib HSSN Boys Basketball Player of the Year. Congratulations to both on an outstanding season.
13896-26 (Chief Executive — Yes) This resolution amends the County’s Grants and Special Accounts Budget for 2026, authorizing the acceptance and appropriation of $20,000 in grant funding from Pelican insurance. Passed unanimously.
13921-26 (Chief Executive — Yes) This is a similar grants budget amendment, this time for $1.8M due to the dissolution of Allegheny HealthChoices. It can be used for the provision of medical, mental health, intellectual disability, chemical dependency treatment and social services. Passed unanimously.
13840-26 (Chief Executive — Yes) This resolution formally dissolves the Clinton Commerce Park Phase II Tax Increment Financing (TIF) District in Findlay Township and authorizes related closeout actions. TIF districts are tools used to spur development by dedicating future property tax growth toward repaying the up-front infrastructure debt that made the development possible; once those obligations are met or the district is no longer needed, it gets formally dissolved. Passed unanimously.
13864-26 (Catena — Yes) This motion urges PJM Interconnection, the regional grid operator that manages electricity for our part of the country, to act with all possible speed to clear its backlog of new energy generation projects waiting to connect to the grid. The interconnection queue has been a major bottleneck for new power supply, with real implications for both grid reliability and electricity prices for ratepayers. Passed unanimously.
13927-26 (Filiaggi) This ordinance would establish a protocol for distributing County funding appropriated for Emergency Medical Services (EMS) operational support, providing structure for how those dollars flow to the agencies on the front lines. Referred to the Committee on Budget and Finance.
