Regular Meeting – 10/21/2025

Here is my summary of the Tuesday, October 21st, 2025 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. All 15 members present.

13613-25 (Chief Executive – Economic Development & Job Creation) This resolution would create a LERTA to create apartments, retail space, and a theater in the Hill District. Sent back to Committee on Economic Development & Job Creation.

13655-25 (Chief Executive – Yes) This resolution would approve a bond not to exceed $95,000,000 for Heritage Valley Health System related to work being done at Ohio Valley General Hospital. Passed 15-0.

13494-25 (Chief Executive – Yes) This ordinance provides changes to Article XIX “Medical Service Fees” allowing ACHD to bill third parties for tuberculosis treatment and STI/HIV services. Passed 15-0.

13581-25 (Chief Executive – Yes) This ordinance would update the ACHD air quality program to address US EPA source categories of ship surface coating operations; Synthetic Organic Chemical Manufacturing Industry (SOCMI) air oxidation, distillation, and reactor processes; and large petroleum solvent dry cleaners. Passed 15-0.

13628-25 (Chief Executive – Health & Human Services) This ordinance would update Article VI of the County Health Department rules and regulations to allow for the forced abatement of properties which are public health nuisances. Sent back to Health & Human Services.

13667-25 (Chief Executive – Yes) This ordinance would authorize the County to accept a donation of a Chlorine Training Housing from Westlake Corporation and a Decontamination Trailer from the Department of Veterans Affairs. Passed 15-0.

13681-25 (Chief Executive – Yes) This ordinance would allow allow INVISIO group to use the County Fire Training Academy for the demonstration and video taping of its communications, imaging, and other public safety products. Passed 15-0.

13668-25 (Chief Executive – Yes) This ordinance would give Public Works the authority to take actions on issuance of temporary occupancy permits, highway occupancy permits, the grant of certain licenses, rights of entry/easements, and acquisition of certain real estate for 2026 and 2027. Passed 15-0.

13690-25 (Chief Executive – Parks) This ordinance would authorize Steel Rivers Council of Governments to continue to use property at Round Hill Park as a law enforcement training facility. Sent to Parks Committee.

13691-25 (Chief Executive – Health & Human Services) This resolution would express Council’s support to urge Congress to quickly end the federal shutdown by extending the enhanced healthcare subsidies which expire at the end of the year. Due to the start of open enrollment on November 1st reflecting the drastically increased premiums people will experience if these credits are not extended, I motioned to waive the second reading. This effort failed 9-6, with Councilmembers Embrescia, Filliaggi, Macey, Palmiere, Palmosina, and Catena disappointingly voting no. The resolution was thus sent to the Committee on Health & Human Services.
