Regular Meeting – 10/7/2025

Here is my summary of the Tuesday, October 7th, 2025 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 14 members present (Macey absent).

Our meeting began with the County Executive presenting her proposed 2026 budget. You can check out my pinned video for a more in-depth summary, but the main points were: no tax increase, no layoffs or program cuts, and a total proposed 1.5% operating budget increase.

13680-25 (Naccarati-Chapkis – Health and Human Services) This is the bill that has been discussed numerous times regarding increasing air permit fees so that our County’s worst polluters pay the cost of generating these permits rather than being subsidized by the County’s taxpayers. The Councilwoman has separated this from the initially associated asbestos permit bill, I am proud to be a co-sponsor. Sent to HHS committee.

13681-25 (Chief Executive – Public Safety) This ordinance would allow allow INVISIO group to use the County Fire Training Academy for the demonstration and video taping of its communications, imaging, and other public safety products. Sent to Committee on Public Safety.

13682-25, 13683-25, 13684-25, and 13685-25 are the budget bills for millage rate, operating budget, capital budget, and grants budgets. All bills were sent to the Committee on Budget and Finance.
