Here is my summary of the Tuesday, November 18th, 2025 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 13 members present (Betkowski and Filiaggi absent).
It was my pleasure to present Director Robyn Vittek and Board of Trustees President Bob Johnson with a proclamation in honor of the Mt. Lebanon Public Library receiving the PA Library Association Library of the Year award!
Following proclamations, over 40 people spoke in favor of the proposed increase in asbestos and air quality permitting fees. Councilman Futules moved to limit speaking time from 3 minutes to 1 minute, but that motion did not receive a second.
13228-24 (Chief Executive – Yes) This ordinance alters the fees associated with asbestos abatement and air quality permitting. After over a year of discussion, I was happy to see this item finally brought to a vote. Passed 13-0.
13229-24 (Chief Executive – Yes) This resolution is the companion bill to 12338-24. Passed 13-0.
13680-24 (Naccarati-Chapkis – Withdrawn) This resolution would have only increased the air quality permitting fees and not the asbestos abatement ones. The Councilwoman withdrew her bill as the other had the votes to pass.
13734-25 (Chief Executive – Budget & Finance) This ordinance amends the existing fee schedule of various rates and fees. Sent to Committee on Budget & Finance.
