Here is my summary of the Tuesday, December 2nd, 2025 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 14 members present (Prizio absent).
13682-25 (Chief Executive – Yes) This ordinance establishes the tax levy in Allegheny County for the 2026 Fiscal Year. The millage rate will stay consistent for 2026 at 6.43 mills. Passed unanimously.
13734-25 (Chief Executive – Yes) This ordinance amends the fee schedule for various rates and fees throughout the County. Many of these fees had not been adjusted for 10 or 20 years. Passed unanimously.
13683-25 (Chief Executive – Yes) This resolution adopts the County operating budget for FY26. The County Executive’s original budget was amended to provide an additional $900,000 for county tenants facing eviction, three new intake clerks at the Public Defender’s office, and a digital evidence coordinator for the District Attorney’s office. The $1.2 billion operating budget represents a 1.5% increase in spending vs. 2025. Passed unanimously
13684-25 (Chief Executive – Yes) This ordinance sets the County capital budget for the FY26. Total capital budget is $120 million. Passed unanimously.
13685-25 (Chief Executive – Yes) This resolution adopts the County grants, special accounts, and agency fund budget for FY26. As discussed in previous updates, much of the County resources come from grants passed down from the state and federal levels. Grants allocated for FY26 total $1.475 billion. Passed unanimously.
13738-25 (Hallam – Public Safety) This ordinance would establish a protocol for expeditious autopsies of individuals who died in the custody of the Allegheny County Jail. Sent to Committee on Public Safety.
13739-25 (Catena – Health & Human Services) This resolution would establish goals and objectives for the creation of an air fees relief program. Sent to Committee on Health & Human Services.
13742-25 (Chief Executive – Health & Human Services) This ordinance would revise Article XV of the County health code concerning plumbing and building drainage. Sent to Committee on Health & Human Services.
13744-25 (Chief Executive – Public Works) This resolution extends the lease with Soldiers and Sailors Memorial Hall and Museum Trust for 25 years. Sent to Committee on Public Works.
13745-25 (Chief Executive – Economic Development & Job Creation) This resolution would provide a LERTA for a property on McKee Place in Oakland. Sent to the Committee on Economic Development & Job Creation.
