Here is my summary of the Tuesday, February 10th, 2026 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. All 15 members present.
13812-26 (Grzybek – Yes) This ordinance would create a long-term owner occupancy program (LOOP), limiting tax increases for homeowners who qualify following a Countywide reassessment. Passed 14-1 (Walton against).
13814-26 (Chief Executive – Yes) This ordinance renames Youghiogheny River Bridge No. 1 (Sutersville Bridge) to the Sons of Sutersville and Elizabeth Fallen Heroes Memorial Bridge. Passed 15-0.
13840-26 (Chief Executive – Budget & Finance) This resolution would dissolve the Clinton Commerce Park Phase II Tax Increment Financing (TIF) district. Sent to Committee on Budget & Finance.
13841-26 (Chief Executive – Budget & Finance) This resolution amends the grants and special accounts budget for 2026. Sent to Committee on Budget & Finance.
13815-26 (Palmiere – Yes) This motion updates the 2026 rules of Council. Among rule changes is the requirement for Council to receive additional information when discussing potential tax abatements for commercial developments. I offered an amendment to remove the change to start committee meetings as early as 3 and to keep the earliest start time at 4. This increases the ability for Council members and the members of the public with day jobs to participate. The amendment passed 15-0 and the bill passed 14-1 (Walton no).
We also heard from roughly 60 people, all of whom were in favor of ordinance 13809-26, which would limit Allegheny County’s cooperation with ICE and CBP to that required by state and federal law.
