Here is my summary of the Tuesday, April 14th, 2026 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 14 members present (Naccarati-Chapkis absent).
The meeting began with a number of proclamations. I was proud to co-sponsor recognition of National Public Safety Telecommunicators Week, honoring the 911 dispatchers and call takers who keep our communities safe, and Black Maternal Health Week, recognizing the urgent need to address disparities in maternal health outcomes.
13808-26 (Catena — Yes) This ordinance places a referendum question on the November 2026 General Election ballot asking voters whether to make the term limit for County Executive 3 total terms rather than 3 consecutive and extend this limit to all other elected County officials. The bill passed 10-4 (Adams, Futules, Palmosina, and Walton voted no) and will show up on your ballot as 3 questions: one for the County Executive, one for County Council, and one for the remaining row offices.
13893-26 (Grzybek – Withdrawn) This was my companion term limits ordinance with identical language. Since 13808-26 passed with the same intent, I withdrew this bill alongside my co-sponsors.
13919-26 (Walton — Public Safety) This ordinance would make it a summary offense for law enforcement officers within Allegheny County to cover their faces or conceal their badges, except in special circumstances. Referred to the Committee on Public Safety.
13920-26 (Geiger Shulman — Yes) This resolution, which I co-sponsored, urges the Pennsylvania Senate and Governor Shapiro to pass HB 200, the Family Care Act, expanding access to paid family and medical leave. Referred to the Committee on Health.
13921-26 (Chief Executive — Budget and Finance) This resolution amends the Grants and Special Accounts Budget for 2026. Referred to the Committee on Budget and Finance.
13925-26 (Botta — Economic Development) This resolution urges Allegheny County and Pittsburgh Regional Transit to study and advance the feasibility of a new eastern light rail corridor connecting downtown Pittsburgh to eastern neighborhoods. Referred to the Committee on Economic Development and Job Creation.
13922-26 (Filiaggi/Grzybek — Yes) This motion authorizes the President of Council to schedule four public hearings for discussing reassessments. Hearings will be 5/6 at CCAC South, 6/3 at CCAC Boyce, 6/16 at CCAC West Hills, and 7/1 at CCAC North (all at 5:30 pm). The intent is also to have all of them streamed for those who cannot attend in person. Passed unanimously.
13923-26 (Catena — Yes) This motion, which I co-sponsored, urges the Pennsylvania Senate to pass HB 453, which would add emergency call takers, dispatchers, and supervisors to the official definition of “emergency responders.” Passed unanimously.
