Here is my summary of the Tuesday, April 22nd, 2025 regular meeting of Allegheny County Council. My votes are in parentheses, as is the prime sponsor of each item. 14 members present (Embrescia absent).
Perhaps the biggest point of note from this meeting is that this this was the last meeting for Councilman Bonaroti. Councilman Bonaroti will be replaced via a process that I will be posting about in the next few days.
Appointments for this month consisted of Friends of the Park groups, the Community Services Advisory Council, Mental Health/Intellectual Disability Advisory Board, ALCOSAN Board, and CCAC Board.
13497-25 (Macey – Assessment Practices) This ordinance would fully separate administration of the assessment appeal process from staff within the Office of Property Assessments by placing them under the Board of Property Assessment Appeals and Review. This is similar to prior legislation introduced on the topic, but was altered slightly after input from the administration. Sent to Committee on Assessment Practices.
13500-25 (Naccarati-Chapkis – Public Works) This ordinance would create a publicly accessible listing of County properties that may be available for sale. Sent to Committee on Public Works.
13501-25 (Chief Executive – Budget and Finance) This ordinance would accept a donation from the United States Golf Association (USGA) of $200,000 to provide improvements to North and South Park golf courses. Sent to Committee on Budget & Finance.
13502-25 (Chief Executive – Parks) This ordinance would authorize the use of the parking facilities at Hartwood by the USGA for the US Open. Sent to Committee on Parks.
13503-25 (Chief Executive – Parks) This ordinance would allow Rare Leo Productions, LLC to use Allegheny County property to film for the motion picture, “How to Rob a Bank.” Sent to Committee on Parks.
13504-25 (Catena – Yes) This motion expresses Council’s support of an increase in the PA Film Tax Credit Program to $300 million annually to ensure PA remains competitive in attracting and retaining film and TV projects. Passed 14-0.
